Karlka Recruiting Group has partnered with a State Government Agency to engage two experienced Project Managers to support Stage 2 of a major Fine Modernisation Program.

This position is located in Brisbane City, QLD for a 12-month contract with possible extensions.

There are two separate project streams available under the same Project Manager title:

• CRM Proof of Concept and Client Portal, including identity management
• Data Platform and Integration, leveraging Databricks and cross-agency data sources

Applicants should clearly identify which stream best aligns with their experience. Candidates with relevant experience across both streams may nominate both.

About the Position
The Project Managers will lead the planning, governance and delivery of complex ICT initiatives supporting the modernisation of Queensland’s fines and penalty debt systems.

Each Project Manager will be responsible for one project stream and will work across business, technology, architecture, security, data, vendor and external agency stakeholders.

The roles will ensure projects are delivered in accordance with agreed scope, budget, schedule, quality and governance requirements, while aligning with the broader objectives of the Fine Modernisation Program.

Stream One – CRM Proof of Concept and Client Portal
This project will validate and identify the preferred Customer Relationship Management solution through a Proof of Concept before progressing delivery of a client-facing portal.

The solution will incorporate CRM functionality, identity verification and access management, workflow automation and case management capabilities.

Stream Two – Data Platform and Integration
This project will establish a modern enterprise data and integration platform leveraging Databricks and cross-agency data sources.

The platform will provide secure, governed and scalable access to fines information and support data ingestion, integration, reporting, analytics and information sharing.

Duties

• Lead the delivery of the assigned project within established project management frameworks and methodologies.
• Develop and maintain project management plans, schedules, quality plans, resource plans and reporting frameworks.
• Manage project scope, budgets, risks, issues, assumptions, dependencies and delivery milestones.
• Coordinate delivery across business, technology, architecture, security, data, integration and vendor stakeholders.
• Provide regular project status reports, governance papers, decision papers and executive updates.
• Prepare and deliver presentations and briefings to senior executives and governance committees.
• Engage regularly with business and technical stakeholders regarding project progress, risks and decisions.
• Work with the Program Management Office and governance groups to prioritise activities in line with broader program objectives.
• Coordinate testing, user engagement, implementation planning and operational readiness activities.
• Support knowledge transfer, transition and project handover activities.
• Maintain project documentation and delivery artefacts to an appropriate standard.

Requirements/Skills – Requirements for Both Streams

• Demonstrated experience managing complex ICT, digital or technology projects.
• Proven ability to manage delivery across business, technology, architecture, security and vendor stakeholders.
• Strong experience managing project governance, schedules, budgets, risks, issues and dependencies.
• Excellent stakeholder engagement, communication and negotiation skills.
• Experience preparing executive briefings, governance papers and project reporting.
• Experience working within a complex government or large enterprise environment.
• Strong planning, documentation and organisational capabilities.

Stream One – CRM Proof of Concept and Client Portal Applicants for this stream should also demonstrate:

• Experience delivering CRM, customer portal, case management or similar digital service projects.
• Experience managing Proof of Concept, pilot, discovery or options-analysis activities.
• Experience delivering identity verification, access management or customer onboarding capabilities.
• Experience coordinating workflow automation and case management workstreams.
• Experience supporting testing, user engagement and readiness activities.

Stream Two – Data Platform and Integration Applicants for this stream should also demonstrate:

• Extensive experience delivering enterprise data, analytics or data platform initiatives using Databricks.
• Experience managing projects involving data integration, governance, reporting and security requirements.
• Experience delivering system integration, API, middleware or enterprise integration initiatives.
• Experience coordinating multiple interconnected systems, interfaces and dependencies.
• Experience managing technical delivery across data, architecture, integration and security workstreams.
• Experience working with implementation partners, vendors and external government agencies.
