About the company
Karlka Recruiting Group has partnered with a State Government Agency to engage an ASO8 Change Manager. This position is located in their busy Port Adelaide office for an initial 12-month contract.
  

About the Position
The implementation of a new contemporary Financial Management System (FMS), and best practice processes, will fundamentally change the way finance activities are performed across all in-scope Agencies and impact a broad range of stakeholders, including financial, ICT and operational teams.

The Change Manager will assist the Change Management Lead with stakeholder engagement, the identification of change impacts, and the execution of the Change Management Strategy. They will support the transition to and adoption of the new FMS and best practice processes.

While the role will be varied in its responsibility to assist Agencies with change management, transition, and readiness activities, it will also provide the successful applicant the opportunity to:

  • Upskill in Oracles latest cloud ERP technology; including the opportunity to become certified in the product suite.
  • Develop and build across-Government networks and experience.
  • Network with multiple global system and service provider vendors.
  • Set benchmark change management methodologies and outcomes on a program of significance in SA Government.

What this role is responsible for:
1. Identifying the scope, scale and complexity of anticipated process and people change impacts.
2. Ensuring the change management program of work, that is critical to the success of the Finance Reform Program (FRP), is appropriately planned, structured, managed, and documented.
3. Managing a team of Change Analysts responsible for assisting the Deployment Teams in effective stakeholder engagement and identification of change impacts.
4. Managing the development and delivery of a set of actionable and targeted change management plans and activities to support successful transition.
5. Actively managing change related risks and impacts of a system, process, people, and industrial nature.
6. Facilitating change management workshops with stakeholders and system users where appropriate.

Duties
The Change Manager will report to the Change Management Lead, who will have overall accountability of the Change Management scope.
  
 Experience:

  • Demonstrated ability and experience in planning, managing, and delivering organisational change in the context of complex digital transformational projects.
  • Demonstrated experience in identifying and documenting the scope, scale and complexity of people and process change impacts.
  • Experience leading and motivating a team in a highly results oriented environment.
  • Demonstrated success in forging successful collaborations, networks and working relationships, engaging with Agency representatives, managing difficult stakeholders, and negotiating to achieve the best outcome.
  • Superior written and verbal communication skills, including experience in workshop facilitation, and the design and execution of detailed, sensitive, and broad communication initiatives across diverse stakeholder groups.
  • Experience in designing and implementing creative and engaging online material to support the communication of change impacts to the program’s governance forums and diverse stakeholder groups.
  • Demonstrated knowledge of project management methodologies and superior attention to detail which ensures a disciplined approach to the review and documentation of processes and all program artefacts.
  • Proven ability to work under broad direction, exercise significant levels of independent judgement and work with agility across competing and tight deadlines to deliver quality outcomes for stakeholders in a dynamic environment.
  • The incumbent may be required to be assigned to other positions at the same remuneration level across the department.


Requirements/Skills

  • Demonstrated knowledge of project management methodologies and superior attention to detail which ensures a disciplined approach to the review and documentation of processes and all program artefacts.
  • Proven ability to work under broad direction, exercise significant levels of independent judgement and work with agility across competing and tight deadlines to deliver quality outcomes for stakeholders in a dynamic environment.
  • Extensive experience assessing risks to ensure appropriate mitigation strategies are implemented.
  • Demonstrated experience in the application of the relevant legislation, policies and procedures, including Code of Ethics, EEO and cultural inclusion.
  • An understanding of the legislative requirements of the Work Health and Safety Act 2012.
  • An understanding of and ability to manage to the spirit and principles of AS ISO 31000:2018 Risk management – Guidelines.
