Karlka Recruiting Group has partnered with a Federal Government Agency to engage Complex Procurement Officers at APS6 and EL1 level. These positions are located in their busy Canberra office for an initial 12-month contract + option for 12-month extension. 

These roles sit within a high-performing procurement and contract management function responsible for delivering complex procurement outcomes aligned with the Commonwealth Procurement Framework.
  
About the Position

The APS6 and EL1 Complex Procurement Officers will support the delivery of end-to-end procurement activities across a range of complex projects and contracts.

Depending on level, responsibilities will include managing procurement lifecycle activities, providing procurement advice to stakeholders, supporting governance and risk management processes, and delivering compliant procurement outcomes in accordance with Commonwealth legislation and policy.

The EL1 role will operate with greater autonomy and strategic responsibility, while the APS6 role will focus on delivering high-quality procurement activities and supporting contract management outcomes.

Duties

  • Deliver end-to-end Commonwealth procurement activities aligned with the PGPA Act and Commonwealth Procurement Rules (CPRs).
  • Plan and execute procurement processes including market analysis, documentation, evaluation, negotiation, and contract award.
  • Provide procurement and contract management advice to internal stakeholders.
  • Prepare and administer tenders through AusTender.
  • Manage contract lifecycle activities including variations, risk management, extensions, renewals, and close-out.
  • Maintain supplier relationships and support negotiation and issue resolution.
  • Support procurement governance, reporting, and risk assessment activities.
  • Maintain accurate records in line with corporate document management requirements.
  • Identify opportunities to improve procurement outcomes, efficiency, and value for money

Requirements/Skills

  • Current Australian Government Negative Vetting 1 (NV1) Security Clearance (or higher).
  • Working knowledge of the PGPA Act and Commonwealth Procurement Rules (CPRs).
  • Demonstrated experience delivering end-to-end Commonwealth procurement activities:
    • APS6: minimum 4 years preferred.
    • EL1: minimum 5+ years preferred with experience leading complex procurements.
  • Experience in contract management and use of Commonwealth Contracting Suites (CCS).
  • Strong stakeholder engagement and negotiation skills.
  • Ability to analyse suppliers, markets, and service categories to support procurement planning.
  • Relevant qualification in Procurement, Contract Management, or similar discipline highly regarded.
  • Experience with SAP desirable.
